Loony released his Rain textures v1.0 in the BI Forums

“Here I would like to present the final version of textures, i.e. Loony Rain textures v1.0. This version was corrected and looks more nicely than ‘beta1’. Very shortly a school year is beginning. I won’t have a time for my projects. In any case, I will try somehow to correct this version.”
